The Governor formed the Task Force to Ensure Utility Services by Executive Letter of October 20, 1999. The Task Force was to recommend measures to ensure safe, efficient and uninterrupted essential utility services for Marylanders, even in times of extensive storms or natural disasters.

The Task Force considered ways to protect basic services from flooding and power outages. This included protecting the utility distribution network, and water and wastewater treatment plants. The merits of underground power lines, backup power systems, and protective berms around critical utility facilities also were evaluated by the Task Force.

In May 2000, the Task Force submitted its recommendations to the Governor.
