In April 1996, the Governor formed the Governor's Task Force on Children, Youth, and Families Systems Reform (Executive Order 01.01.1996.11). The Task Force reviewed the effectiveness of children and family service systems; the status of reform efforts; and local, State and federal laws governing these services and their funding.

The Task Force report, Recommendations on Reforming Maryland's System of Services to Children and Families, was submitted to the Governor in November 1996.

Authorization for the Task Force ended November 15, 1996.
