Annual Report to Governor & General Assembly due Dec. 14.

In July 2010, the Maryland Longitudinal Data System Center Governing Board was established (Chapter 190, Acts of 2010). The Board is to oversee creation both of the Maryland Longitudinal Data System and its Center. The Maryland Longitudinal Data System, which must be up and running by December 31, 2014, will contain education and workforce data on each individual student in the State. The System will manage and analyze this data to determine how students are performing and to what extent they are prepared for higher education and the workforce. The System is to be established jointly by the State Department of Education, the Department of Labor, Licensing, and Regulation, the Maryland Higher Education Commission, the University System of Maryland, Morgan State University, and St. Mary's College of Maryland. The Maryland Longitudinal Data System Center will become the repository for the data in the System.

The Governing Board appoints the Center's Executive Director, and approves its annual budget. Further, the Board is to determine the organizational placement and location of the Center, and develop an implementation plan for the System and the Center. Providing general oversight and direction to the Center, the Board also establishes its policy and research agenda, and oversees compliance with the federal Family Educational Rights and Privacy Act and other relevant privacy laws.

Eleven members constitute the Governing Board. Five are appointed by the Governor, and six serve ex officio (Code Education Article, secs. 24-701 through 24-707).
